    1) Install the Remote Desktop Services role with “Session Host” and
    “Licensing” role services. Reboot the server.

    2) Open “Remote Desktop Licensing Manager”, right click on your
    server, click “Activate Server”. Use “Automatic Connection” and fill
    the required fields.
    Start the license installer. On “License Program” choose “Select
    License”. Use the Agreement Number 6565792. “License type” and
    “Quantity” is on your choice.
   
    3.) Open “Local Group Policy Editor” (gpedit.msc) and go to Computer
    Configuration -> Administrative Templates -> Windows Components
    -> Remote Desktop Services -> Remote Desktop Session Host ->
    Licensing.
    In “Use the specified Remote Desktop license server”, enable it and
    set “127.0.0.1” in options. Click OK.
    In “Set the Remote Desktop licensing mode”, enable it (if not) and
    set “Per device” or “Per user”, based on license type set in Step 3.
    Click OK.
    4) Activate Windows with Microsoft Toolkit.

I would like to suggest few troubleshooting steps:

Method 1: Disable group policy from gpedit.msc

1. Press Windows key + R.
2. Type gpedit.msc and click Ok.(it will open Local Group policy editor)
3. Go to Computer Configuration/Administrative Templates/Windows Components/Windows Defender.
4. In the right pane of Windows Defender in Local Group Policy Editor, double click/tap on the Turn off Windows Defender policy to edit it.
5. Select (dot) Not Configured or Disabled, click/tap on OK,
6. When finished, you can close the Local Group Policy Editor if you like.

If the issue still persist you can follow method 2.

Method 2: Disable group policy from registry.
